What Are Action Plans?
Have you ever sat in a group to decide what is to be done about this or that? Have you ever had to design a course of action to accomplish a task or an objective? And having been part of these groups, did you ever get the impression that you all agreed to design a plan of action but planned more than you acted?
Planning to plan is a manifestation of groups not set on a clearly defined course of action. They know the goal, but because of a lack of vision and direction, they wallow in the act of planning to get to the goal.
